This means they have not yet started identifying the problem, they will start in future.
is ‘identify’ in present tense?
I think we can’t say, it depends on how it is used.

then it will be correct . right?

No your sentence is not correct, ONCE THE is making the sentence future and PREVIOUSLY is making it past tense.
